SWAPO's Secretary for Information, Andreas Shipanga, was found responsible by the Zambian government for inciting the revolt. Zambian president Kenneth Kaunda deported Shipanga and several other high-ranking dissidents to Tanzania, while incarcerating the others at remote army facilities. Sam Nujoma accused them of being South African agents and carried out a purge of the surviving political leadership and PLAN ranks. Forty mutineers were formally sentenced to death by a PLAN tribunal in Lusaka, and hundreds of others were subject to enforced disappearances. === Source of contamination === The World Health Organization (WHO) said melamine may be found "in a variety of milk and milk products at varying levels, from low ppb to ppm ranges". === Low-intensity conflict (8 April – 24 May) === On 8 April, the Taliban-run Afghan foreign ministry stated that talks with Pakistani officials in China had concluded and described the discussions as constructive. Chinese officials said that representatives of Pakistan and the Taliban had agreed to work toward an early easing of tensions and to avoid actions that could escalate the situation. Pakistani officials did not comment on the outcome of talks.
